Dr. Eula Payne-Williams was born in Montgomery, Alabama February 6 to Wilbert and Lula Delores Payne. While she was in elementary school she moved to Richford, New York and then while in high school to Ithaca, New York.
Dr. Payne-Williams was baptized in Jesus’ Name and filled with the Holy Ghost in July 1963 at the Bethlehem Church of Jesus Christ, Pastor the late Bishop Cecil A. Malone.
Dr. Payne-Williams received her Associate of Arts degree from Tompkins Cortland Community College. In 1986, she entered Cornell University to pursue a degree in law. It was then that Dr. Payne-Williams was commissioned of the Lord to evangelize full-time. Dr. Payne-Williams was ordained an Evangelist of the Pentecostal Church of the Apostolic Faith (PC of AF) in August 1987. She served as Pastoral Assistant to her pastor, Bishop James Nelson of the Greater Bethlehem Temple Church, Baltimore, Maryland.
On November 24, 1990 Dr. Payne-Williams received her Doctoral Degree of Theology (Th.D.) from the Pentecostal Bible College. In June 1994, Dr. Payne-Williams received a dual Doctoral Degree of Philosophy and Church Administration (PhD) from the International Bible College of Grace and Truth, Dayton, Ohio.
